Chanakya Niti First Chapter Hindi English Sanskrit
चाणक्य नीति: प्रथम अध्याय
प्रणम्य शिरसा विष्णुं त्रैलोक्याधिपतिं प्रभुम् ।
नानाशास्त्रोद्धृतं वक्ष्ये राजनीतिसमुच्चयम् ।।१।
सर्वशक्तिमान
भगवान विष्णु को नमन करते हुए जो तीनों लोको के स्वामी है, मैं एक राज्य के लिए नीति शास्त्र के
सिद्धांतों को कहता हूँ. अनेक शास्त्रों का आधार ले कर मैं यह सूत्र कह रहा हूँ.
Humbly bowing down before the almighty Lord Sri Vishnu, the
Lord of the three worlds, I recite maxims of the science of political ethics
(niti) selected from the various satras (scriptures).
अधीत्येदं यथाशास्त्रं नरो जानाति सत्तमः ।
धर्मोपदेशं विख्यातं कार्याऽकार्य शुभाऽशुभम् ।।२।।
जो
व्यक्ति शास्त्रों के सूत्रों का अभ्यास करके ज्ञान ग्रहण करेगा उसे अत्यंत
वैभवशाली कर्तव्य के सिद्धांत ज्ञात होंगे. उसे पता चलेगा की किस बात को करना
चाहिए और किसे नहीं करना चाहिए. उसे पता चलेगा की भला क्या है और बुरा क्या है.
उसे सर्वोत्तम का भी ज्ञान होगा.
That man who by the study of these maxims from the satras
acquires a knowledge of the most celebrated principles of duty, and understands
what ought and what ought not to be followed, and what is good and what is bad,
is most excellent.
तदहं संप्रवक्ष्यामि लोकानां हितकाम्यया ।
येन विज्ञानमात्रेण सर्वज्ञत्वं प्रपद्यते ।।३।।
3. इसीलिए
लोगों का भला करने के लिए मैं उस बात को कहता हूँ की जिससे लोग सभी बातों को सही
परीक्ष्य में देखेगे.
Therefore with an eye to the public good, I shall speak that
which, when understood, will lead to an understanding of things in their proper
perspective.
मूर्खशिष्योपदेशेन दुष्टास्त्रीभरणेन च ।
दुःखितै सम्प्रयोगेण पण्डिताेऽप्यवसीदति ।।४।।
4. एक
विद्वान भी दुखी हो जाता है यदि वह किसी मूर्ख को उपदेश देता है, यदि वह एक दुष्ट पत्नी का पालन करता है
या किसी दुखी व्यक्ति के साथ अत्यंत घनिष्ठ सम्बन्ध बना लेता है.
Even a pandit comes to grief by giving instruction to a
foolish disciple, by maintaining a wicked wife, and by excessive familiarity
with the miserable.
दुष्टाभार्या शठं मित्रं भृत्यश्चोत्तरदायकः ।
ससर्पे च गृहे वासो मृत्युरेव नः संशयः ।।५।।
5. दुष्ट
पति, पत्नी, झूठा मित्र,
बदमाश नौकर और सर्प के साथ निवास
साक्षात् मृत्यु के समान है.
A wicked wife, a false friend, a saucy servant and living in
a house with a serpent in it are nothing but death.
आपदर्थे धनं रक्षेद्दारान् रक्षेध्दनैरपि ।
आत्मानं सततं रक्षेद्दारैरपि धनैरपि ।।६।।
6. व्यक्ति
को आने वाली मुसीबतों से निपट कर धन संचय करना चाहिए. उसे धन को त्याग कर पत्नी की
सुरक्षा करनी चाहिए. लेकिन यदि आत्मा की सुरक्षा की बात आती है तो उसे धन और पति
दोनों को गौण समझना चाहिए.
One should save his money against hard times, save his wife
at the sacrifice of his riches, but invariably one should save his soul even at
the sacrifice of his wife and riches.
आपदार्थे धनं रक्षेच्छ्रीमतां कुत अापदः ।
कदाचिच्चलते लक्ष्मीःसंचितोऽपिविनश्यति ।।७।।
7. आगे
आने वाली मुसीबतों के लिए धन संचय करे. ऐसा ना कहे की धनवान व्यक्ति को मुसीबत
कैसी ? जब धन साथ छोड़ता है तो संगठित धन तेजी
से घटता है.
Save your wealth against future calamity. Do not say, “What
fear has a rich man, of calamity?” When riches begin to forsake one even the
accumulated stock dwindles away.
यस्मिन् देशे न सम्मानो न वृत्तिर्न च बान्धवः ।
न च विद्यागमऽप्यस्ति वासस्तत्र न कारयेत् ।।८।।
8. उस
देश में निवास न करे जहाँ आपकी कोई इज्जत नहीं, जहाँ
आप रोजगार नहीं कमा सकते,
जहाँ आपके कोई मित्र नहीं और जहाँ आप
कोई ज्ञान अर्जित नहीं कर सकते .
Do not inhabit a country where you are not respected, cannot
earn your livelihood, have no friends, or cannot acquire knowledge.
धनिकः श्रोत्रियो राजा नदी वैद्यस्तु पञ्चमः ।
पञ्च यत्र न विद्यन्ते न तत्र दिवसं वसेत् ।।९।।
9. वहाँ
एक दिन भी ना रुके जहाँ ये पाच ना हो. धनवान व्यक्ति , विद्वान व्यक्ति जो शास्त्रों को जानता
हो, राजा, नदियाँ, और चिकित्सक .
Do not stay for a single day where there are not these five
persons: a wealthy man, a Brahmin well versed in Vedic lore, a king, a river
and a physician.
लोकयात्रा भयं लज्जा दाक्षिण्यं त्यागशीलता ।
पञ्च यत्र न विद्यन्ते न कुर्य्यात्तत्र सड्गतिम् ।।१०।।
10. बुद्धिमान
व्यक्ति ऐसे देश कभी ना जाए जहाँ …
रोजगार कमाने का कोई माध्यम ना हो.
जहाँ लोग किसी से डरते न हो.
जहाँ लोगों को किसी बात की लज्जा न हो.
जहाँ लोगों के पास बुद्धिमत्ता न हो.
जहाँ के लोगों की वृत्ति दान धरम करने की ना
हो.
Wise men should never go into a country where there are no
means of earning one’s livelihood, where the people have no dread of anybody,
have no sense of shame, no intelligence, or a charitable disposition.
जानीयात् प्रेषणे भृत्यान् बान्धवान् व्यसनागमे ।
मित्रं चापत्तिकाले तु भार्यां च विभवक्षये ।।११।।
11. नौकर
की परीक्षा जब वह कर्तव्य का पालन न कर रहा हो तब करे.
रिश्तेदार की परीक्षा जब आप मुसीबत में हो तब
करे.
मित्र की परीक्षा विपरीत काल में करे.
जब आपका वक्त अच्छा न चल रहा हो तब पत्नी की
परीक्षा करे.
Wise men should never go into a country where there are no
means of earning one’s livelihood, where the people have no dread of anybody,
have no sense of shame, no intelligence, or a charitable disposition.
आतुरे व्यसने प्राप्ते दुर्भिक्षे शत्रुसंकटे ।
राजद्वारे श्मशाने च यस्तिष्ठति स बान्धवः ।।१२।।
12. अच्छा
मित्र हमें तब नहीं छोड़ेगा जब हमें उसकी जरूरत हो, कोई दुर्घटना हो गयी हो, अकाल
पड़ा हो, युद्ध चल रहा हो, जब हमें राजा के दरबार में जाना पड़े, जब हमें शमशान घाट जाना पड़े.
He is a true friend who does not forsake us in time of need,
misfortune, famine, or war, in a king’s court, or at the crematorium (smasana).
यो ध्रुवाणि परित्यज्य अध्रुवं परिषेवते ।
ध्रुवाणि तस्य नश्यन्ति अध्रुवं नष्टमेव हि ।।१३।।
13. जो
व्यक्ति कसी नाशवंत चीज के लिए जिसका कभी नाश नहीं होने वाला ऐसी चीज को छोड़ देता
है, तो उसके हाथ से अविनाशी तो चला ही जाता
है और इसमें कोई संदेह नहीं की नाशवान को भी वह खो देता है.
He who gives up what is imperishable for that which is
perishable, loses that which is imperishable; and doubtlessly loses that which
is perishable also.
वरयेत्कुलजां प्राज्ञो विरूपामपि कन्यकाम् ।
रूपशीलां न नीचस्य विवाहः सद्रॄशे कुले ।।१४।।
14. एक
बुद्धिमान व्यक्ति को चाहिए की वह एक इज्जतदार घर की अविवाहित कन्या से विवाह करे.
यदि ऐसी कन्या में कोई व्यंग है तो भी. किसी हीन घर की लड़की से वह सुन्दर हो तो भी
विवाह नहीं करना चाहिए. शादी बराबरी के घरों में हो यह उचित है.
A wise man should marry a virgin of a respectable family even
if she is deformed. He should not marry one of a low-class family, through
beauty. Marriage in a family of equal status is preferable.
नदीनां शस्त्रपाणीनां नखीनां श्रृड्गिणां तथा ।
विश्वासो नैव कर्तव्यः स्त्रीषुराजकुलेषु च ।।१५।।
15. आप
कभी इन ५ पर विश्वास ना करे.
१. नदिया
२. जिसके हाथ में शास्त्र हो.
३. पशु जिसे नाखून या सींग हो.
४. औरत (यहाँ संकेत भोली सूरत की तरफ है, बहने बुरा न माने )
५. राज घरानों के लोगों पर.
Do not put your trust in rivers, men who carry weapons,
beasts with claws or horns, women, and members of a royal family.
विषादप्यमृतं ग्राह्यममेध्यादपि काञ्चनम् ।
नीचादप्युत्तमां विद्यांस्त्रीरत्नं दुष्कुलादपि ।।१६।।
16. विष
में से भी हो सके तो अमृत निकाल ले.
यदि सोना गंदगी में गिरा हो तो उसे उठाये और
धोये और अपनाये.
यदि कोई निचले कुल में जनम लेने वाला भी आपको
सर्वोत्तम ज्ञान देता है तो उसे अपनाये.
उसी तरह यदि कोई बदनाम घर की लड़की जो महान
गुणों से संपन्न है यदि आपको
सीख देती है तो ग्रहण करे.
Even from poison extract nectar, wash and take back gold if
it has fallen in filth, receive the highest knowledge (Krsna consciousness)
from a low born person; so also a girl possessing virtuous qualities
(stri-ratna) even if she were born in a disreputable family.
स्त्रीणां द्विगुण आहारो लज्जा चापि चतुर्गणा ।
साहसं षड्गुणं चैव कामश्चाष्टगुणः स्मृत ।।१७।।
17. औरतों
में मर्दों के मुकाबले .
भूख दो गुना
लज्जा चार गुना
सहस छः गुण
कामना आठ गुना होती है.
Women have hunger two-fold, shyness four-fold, daring six-fold, and lust eight-fold as compared to men.
